Candidate Background

Representative Pat Ryan won an August 2022 special election for New York's 19th Congressional District and is running for a second term to represent New York's new 18th Congressional District. Ryan was born and raised in Kingston, New York, in the 18th District, where he graduated from the public school system and went on to graduate from the U.S. Military Academy in West Point. Ryan served two tours of duty in Iraq as an Army intelligence officer. When he returned home, he founded a small technology company that grew to over 150 employees with a $25 million annual budget, building partnerships with government and nonprofit organizations. In April 2019, Ryan was elected County Executive in Ulster County in a special election, earning 74 percent of the vote. After coming into office, he has helped make the county a leader on climate action, committing to achieving 100 percent renewable energy by 2030, buying the first electric buses in the county, and starting the Ulster County Green Careers Academy at SUNY Ulster. In Congress he is fighting for investments in electric public transportation, job training in green careers, and standing to big polluters. In 2023 Ryan introduced the PFAS Action Act, the purpose of the bill is to combat the rising threat posed by toxic per- and polyfluoroalkyl substances (PFAS), also known as “forever chemicals” due to their toxicity and inability to break down in the environment. Representative Ryan has earned an impressive lifetime score of 100% on LCV's National Environmental Scorecard
